This is an HSSE 3 flute plug tap with relief cuts for high speed.  The tap is 3/4" in diameter and 16 Threads per Inch (TPI) which is considered National Fine (NF).  This is

which pushes the chips forward, out of the way of the cutting for better tapping quality (straight taps are designed to keep the chips in the flutes of the tap).
HSSE is for "High Performance Application-Specific" tap made from M42 steel in which COBALT is added.  It will cut faster and last longer than M2 steel (which is the standard for HSS taps).
The tap is in new, never used perfect condition.  The overall length is 4.260", the shank is 0.590" and the flats (square) is 0.439", thread length is 1.250".   This is considered a specialty tap purchased by a large manufacturer, you will not find it in the YMW catalog.
This is not an ordinary tap,
M42 is a molybdenum-series high-speed steel alloy with an additional 8% or 10% cobalt. It is widely used in metal manufacturing industries because of its superior red-hardness as compared to more conventional high-speed steels, allowing for shorter cycle times in production environments due to higher cutting speeds or from the increase in time between tool changes. M42 is also less prone to chipping when used for interrupted cuts and costs less when compared to the same tool made of carbide. Tools made from cobalt-bearing high speed steels can often be identified by the letters HSS-Co.
M42 steel
will cut faster and last longer than M2 (M2 steel is considered the common HSS (High Speed Steel) of higher quality taps and drill bits.
